The Chief Operating Engineer, in accordance with all governing regulations, will provide sound leadership and direction to the Central Utilities Plant team ensuring the delivery of consistent equipment reliability and asset preservation.


  • Maintains a safe and clean work environment by ensuring that the Plant and Powerhouse are in accordance with the Technical Standards and Safety Authority (T.S.S.A.), ensuring that all work performed complies with governing practices, codes and regulations; and by maintaining accurate records of safe management, operations and maintenance through compliance with company policies and procedures and property loss control programs
  • Maintains workflow by ensuring effective planning, scheduling and supervising all work within/on the efficient operation of the Powerhouse, Ammonia System, Waste Water Treatment Plan, electrical substations, heating, ventilation, air conditioning and air handling units for the entire plant; and communicating deficiencies and issues to peers and technical director on a daily basis
  • Guides the development of employees by inspecting the work of subordinate power operating engineers for compliance with governing policies, providing training to employees when needed, and assistance in solving maintenance issues
  • Improves plant efficiency by reporting on operating conditions of equipment, planning/executing capital requirements for safe and efficient operations, providing calculations on various energy projects, recommending solutions on steam, water, natural gas and electricity issues and developing and implementing an effective preventative maintenance program
  • Develops and maintains an effective training program including personalized development plans for each power operating engineer that meets all regulatory and plant requirements.
  • 1st Class Power Engineer License/Certification in good standing with the T.S.S.A
  • Ability to respond to ammonia events and as such must comply with SCBA Fit Test and attain / maintain training standard for the safe wearing and proper use of such SCBA
  • All other duties as assigned.


  • Must hold a valid certificate of qualification as a 1st class Engineer License/Certification in good standing with the T.S.S.A
  • 5 – to 10 years as a Chief Engineer in a unionized, manufacturing environment.
  • Experience in ammonia systems.
  • Experience with waste water systems is an asset.
  • Working knowledge of computer software and computerized maintenance systems such as SAP.
  • Must be self-managed and able to set priorities among conflicting priorities.  Strong written and verbal communications skills. Must have experience managing a shift crew 
  • Ability to deliver operations excellence combined with the ability to attract, develop and motivate the team
